The Relative Importance of Global Agricultural Subsidies and Tariffs, Revisited

Abstract Over the past three decades, tariff protection to farmers has fallen and partly been replaced by domestic support, whilst support for in some emerging economies grown. Against that backdrop, this paper provides new estimates of national economic impacts global agricultural tariffs supports. Using latest economy-wide GTAP (Global Trade Analysis Project) model calibrated 2017, we simulate (a) removal food supports agri-food (b) also on imports non-agricultural goods. We find policies are still an important part welfare cost all goods’ trade-restrictive (albeit only half as costly 2001), dominate farm-support programs. That farm could be re-instrumented relieve natural resource environmental stresses, boost nutrition security, alleviate poverty income inequality.
